They could ignore sanctions but that would mean they’d be sanctioned as well. Pretty much every manufacturer and financial institution has to obey laws in multiple jurisdictions if they want to operate within those markets.
If you haven’t played them at the time they were released you are less likely to realise how far ahead of time they when it comes to various themes they covered. People notice this only after the thing Kojima predicted happens. Most recent and obvious example would be Death Stranding being released months before pandemic begun while the whole game is about a delivery man in a world where nobody can go outside. MGS2 was so far out when it comes to then upcoming intertwining politics and memes it requires at least an essay to properly describe. But when it clicks, it clicks.

This is about labour law in the US, not technology.
I have a real life example. Let’s say you’re an artist that does photorealistic renders for architecture firms. You switched to Unreal Engine like everyone else because it’s reasonably priced and quick to work with. You need some assets to do that because you definitely need more than basic materials. There’s plenty of industries that are in need of high quality assets, and most importantly, are able to afford them. Epic just wants their own digital marketplace monopoly like Valve or Apple have.
Lithography but also clients like Apple, Intel, AMD and so on. Without them they’re also toast. World today is so interconnected that at large scale it’s really hard not to be compliant with sanctions.
