That’s not the case. Usually governments and public organisations go throw a volume licensing agreements that sees them taking more than just windows. It would usually include things like windows, office, a bunch of enterprise applications, as well as support on top of it all.
Microsoft usually relies on those agreements to push software that might not be needed.
Another reason could be the video display management system they used to remotely control these screens. The software might only run on windows.
Why not promote matrix as a substitute?

I have used an iPhone in the past and I believe anyone can get out of their walled gardens if they want to. They just need to research and work on it though.
A lot of average users won’t do that though. You can export everything if you work on it. The only issue which is iMessage, but that’s purely a US issue really. Hardly a problem in Europe where WhatsApp dominates it here.
I don’t usually use social media apps at all. But lemmy to me reminds of old school forums. A few people interested in a subject keep that section of the forum alive.
